endanger, resulting in personal injury.\u201d<\/em> This can lead to imprisonment for up to five years.<\/p>\n<p>When a person dies as a result of an injury received by the operation of any boat in reckless disregard for the safety of others, the boat&#8217;s operator is guilty of <em>\u201coperating so as to endanger, resulting in death\u201d<\/em> and can be imprisoned for up to ten years.<\/p>\n<p>Boaters can get <a href=\"https:\/\/dem.ri.gov\/ri-boat-accident-form\" target=\"_blank\" rel=\"noopener\">Boat Accident Report Forms<\/a> from Rhode Island\u2019s Department of et_pb_text et_pb_text_4425 p2 et_pb_bg_layout_light  et_pb_text_align_left\">\n<div class=\"et_pb_text_inner\">\n<p>To legally operate a motorized boat in Rhode Island, you must have a Certificate of Number (registration card) and validation decals. The Certificate of Number must be on the boat during operation. It must also be available for enforcement officers when requested for inspection.<\/p>\n<p><b>Exemptions to these regulations include:<\/b><\/p>\n<ul>\n<li>A boat registered in another state while using Rhode Island waters for 90 days or less.<\/li>\n<li>A ship&#8217;s lifeboats.<\/li>\n<li>Boats from another country when temporarily using Rhode Island waters.<\/li>\n<li>Boats for racing only.<\/li>\n<li>Canoes and kayaks.<\/li>\n<li>A human-powered rowboat less than 12 feet long<\/li>\n<li>A ferry.<\/li>\n<\/ul>\n<p>Boats with outboard engines also must be registered in Rhode Island. However, it is a one-time registration that does not expire.<\/p>\n<p>Rhode Island registers boats on a two-year basis. However, boat owners have the option to register boats longer than 30 feet on an annual basis. The cost is half of the two-year fee.<\/p>\n<p>A boat registration year is March 1st through the last day of February of the following year. Get the Certificate of Number by <a href=\"https:\/\/dem.ri.gov\/online-services\/applications-forms\" target=\"_blank\" rel=\"noopener\">submitting an application<\/a> and the correct fee to the following address:<\/p>\n<p><strong>Department of Environmental Management<br \/><\/strong>Licensing and Registration<br \/>235 Promenade Street<br \/>Providence, RI 02908<br \/>Telephone: 401-222-6647<\/p>\n<p>If you lose your Certificate of Number or it is destroyed, you can order a replacement. Just complete and submit a form with the processing fee within 30 days.<\/p>\n<h3><strong>When to Notify the Department of Environmental Management<\/strong><\/h3>\n<p>In specific situations, boat owners must notify the Department of Environmental Management. Do this within 15 days in any of the following situations:<\/p>\n<ul>\n<li>A change of boat ownership<\/li>\n<li>You have a change of address<\/li>\n<li>Your boat is stolen or recovered<\/li>\n<li>The boat is destroyed or abandoned<\/li>\n<\/ul>\n<p>When a boat&#8217;s ownership changes, a new registration application must be filed within 30 days. Rhode Island requires the following:\u00a0<\/p>\n<\/div>\n<\/div>\n<p><!-- .et_pb_text --><\/p>\n<\/div>\n<p><!-- .et_pb_column --><\/p>\n<\/div>\n<p><!-- .et_pb_row --><\/p>\n<div class=\"et_pb_row et_pb_row_4149  et_pb_css_mix_blend_mode\">\n<div class=\"et_pb_column et_pb_column_4_4 et_pb_column_4522  et_pb_css_mix_blend_mode et-last-child\">\n<div class=\"et_pb_module et_pb_text et_pb_text_4427 p2 et_pb_bg_layout_light  et_pb_text_align_left\">\n<div class=\"et_pb_text_inner\">\n<ul>\n<li>Apply for the numbers by painting them, permanently affixing them, or as a decal. The numbers should be at the forward half of each side of the boat. Do not display any other numbers in this location.\u00a0<\/li>\n<li>The number must be in bold block letters and at least three inches high. They must also be in a color contrasting with the color of the boat.<\/li>\n<li>Numbers must be separated from the letters by a space or hyphen.<\/li>\n<li>You must be able to read the number from at least 100 feet away.<\/li>\n<li>The number must be read from left to right.<\/li>\n<li>Validation decals must be affixed on both sides of the boat.
